A pedal steel guitar is typically rectangular in shape, and features only the guitar neck and head mounted on a stand equipped with foot pedals and usually knee levers.
The lap steel guitar and the dobro are usually played in similar fashion in that they are laid horizontally and the string's pitch is controlled by a slide or bar rather than by pressing them to frets.
However, with the pedal steel, pedals and knee levers are also used to control the tightening and loosening of certain strings and thereby to control the pitch of the notes sounded.

For the past five years, I've been learning to play the Pedal Steel Guitar with 10 strings in E9 tuning.
The three pedals are set up in the standard "Emmons" tuning, which allow for a flexible number of chord transitions: The "A" pedal raises the B string to C#; the "B" pedal raises the two G# strings to A; and the "C" pedal raises the B string to C# and the high E to F#.
With the knee levers, I can raise or lower the pitch of the two E strings, lower the pitch of the Eb string to D to make a minor seventh chord, and lower the high F# to F. Some Interesting Pedal Steel Links...
