 | | Each zone shall be configured so that the public has safe and convenient access to mass transit and also has convenient passage around the zone for those who are not transit customers. |
 | | In some areas of the city, pedestrian travel and safety is unreasonably inhibited by persons stopping upon the public ways, or committing crimes, or conducting private business, or soliciting the public, or doing other activities which are not pedestrian travel. |
 | | The zone shall remain in existence so long as the applicant, or the applicant's successor in interest, pays the annual renewal fee of $25, and the city council has not, by resolution, terminated the zone. |
