Pedro Solbes, the European Union's commissioner for monetary and economic affairs, issued a strongly worded warning to Germany, France, and Italy yesterday to act on their burgeoning budget deficits.
Pedro Solbes, the EU's commissioner for the economy, yesterday warned the three largest euro-zone economies, Germany, France, and Italy, that they cannot "spend their way out of the slowdown," adding that short-term benefits of expansionary budgets would be outweighed by medium-term costs.
Solbes yesterday gave Germany four months to present a program for reducing its budget deficit from 3.8 percent of gross domestic product in 2002 to under 3 percent this year, as required by the Stability and Growth Pact underpinning the euro.

Solbes, before his nearly five-year tenure as an EU commissioner, served in several Spanish ministerial posts in the government of former prime minister Felipe Gonzalez, also a Socialist.
Solbes was also a key player during Spain's negotiations in the 1980s ahead of the country's entry in the European Union.

EU Monetary Affairs Commissioner Pedro Solbes said on Wednesday the decision of EU finance ministers to suspend the bloc’s deficit rules in November was illegal.
Solbes told a press conference that a court ruling could help “clarify the framework in which budgetary surveillance is conducted in the future,” according to Reuters news agency.
Solbes has been highly critical of the suspension of the pact, which dictates that the 12 euro zone members are supposed to keep their budget deficits under three percent of gross domestic product or face possible sanction from the Commission.

The euro was trading around 98.92 at mid-morning in London, and Solbes said the single currency could reach dollar parity by the weekend.
However, Solbes said that while the euro's recent rise could make European exports more expensive, it would not hurt the economies of 12-nation eurozone in the medium-term.
