While the SKA peering arrangement does have strong proponents with the Internet ISP community, the model of SKA has stability problems where either one ISP acts in a transit role for the other, or where one ISP is providing a set of services used by the other ISP.
The implementation of a layer three peering environment is the easiest to engineer and support, as the engineering model is that of a single router owned and operated by the common peering entity.
Each party can then operate with layer 3 route peering tools that allows any arbitrary set of peering structures to be supported, and the structure dictates no pre-conditions concerning the nature of any particular bilateral peering arrangement, or even that a peering agreement must be executed.

Peering is voluntary interconnection of administratively separate Internet networks for the purpose of exchanging traffic between the customers of each network.
Peering requires physical interconnection of the networks, an exchange of routing information through the BGP routing protocol and is often accompanied by peering agreements of varying formality, from "handshake" to thick contracts.
Some larger networks utilize public peering as a way to aggregate a large number of "smaller peers", or as a location for conducting low-cost "trial peering" without the expense of provisioning private peering on a temporary basis, while other larger networks are not willing to participate at public exchanges at all.

 Open Peering Initiative - How does it work
Peering can be done one-on-one, via a direct interconnection (often a leased line or a simple network cable if you share a location somewhere).
Those peering agreements are normally not provisioned by the exchange: AMS-IX for example is a neutral organization which only provides a physical infrastructure for exchanging traffic but does not interfere with the politics of peering or peering negotiations.
Some parties publish their peering policy on their website or via the the Internet exchanges they are connected to (for example look at the fields named "Peering Policy:" on the AMS-IX website).
