In reality, the underlying conflict was the ongoing judicial investigation into the diversion of 640 million pesos from the state petroleum company, PEMEX, to the union; these funds were used for the electoral campaign of the PRI candidate, Francisco Labastida, in 2000.
But, what became known as Pemexgate, turned into a boomerang for the president and he had to face his own electoral scandal.
There is an investigation undertaken by the Federal Electoral Institute -which has not yet concluded- about the presumed illegal origin of millions of pesos used in the electoral campaign by the group Friends of Fox.

"Pemexgate generated a lot of tension between a government taking power and a government thrown out of office," said Carlos Ugalde, a political analyst with the think tank CIDE in Mexico City.

Fox tried to distance the foibles of the Amigos from the Pemexgate scandal, characterizing them as two completely different issues.

One must not forget the six former insiders in the national oil company, Petroleos Mexicanos (Pemex), who were fined a total of 2.8 billion pesos for their part in Pemexgate, the transfer of more than a billion pesos from Pemex to the failed 2000 presidential election campaign of PRI candidate Francisco Labastida.
Two other Pemexgate suspects, PRI Senator Ricardo Aldana and Pemex union leader Carlos Romero Deschamps, were not charged due to their immunity from prosecution as members of Congress.

As federal authorities try to tear down old castles of corruption, the most explosive scandal is known as Pemexgate.
A spokesman for the national union said Hernandez and the other union leaders accused in Pemexgate have done nothing illegal, and he accused Fox of conducting a "political witch hunt." Officials from Pemex, Mexico's largest company, declined to comment.
On the streets of Nanchital, many people interviewed said they were only vaguely aware of the allegations against Hernandez, which have gone mostly unreported in the local press.

The federal court's ruling was a victory for the government in a multimillion-dollar election fraud case known here as "Pemexgate." The case is part of a broad effort by President Vicente Fox to crack down on corruption in high places.
The judge ruled there was sufficient evidence to try union leader Carlos Romero Deschamps, although he remains free under a previous court order and could post bail, the Attorney General's Office said in statement.
Fox presented "Pemexgate" as a test case in his drive against corruption.
