In 1603, the Dutch fleet sailed toward the Pescadores of Taiwan Straits, and landed on the main island Penghu.
After landing on Penghu Island, the Dutch mobilized the residents and fishermen in the harbor to build a fortress in Makung, and a trade base linking Batavia, Makung, China and Japan was established.
Not only was Taiwan a much bigger island than Penghu, it was also located in a strategic point of the trade route in East Asia, making it possible to monopolize trade with China and Japan.

At daybreak on May 26, thirty volunteers from northern Taiwan flew to Penghu to assist and console victims' families.
As the bodies of the victims were recovered and brought to shore, Tzu Chi volunteers at the emergency morgue set up in the Makung Air Force base consoled and supported the families.
