Kingdoms of British Celts - Pengwern
Located on the eastern border of Powys, and apparently originating from it, Pengwern stretched deep into the Midlands.
Pengwern's southern border comes under some pressure from the Hwicce, as the British kingdoms based around Caer Baddan, Caer Ceri and Caer Gloui fall.
In one of the bloodiest and hardest fought battles of its time, several British kings form a coalition to halt Æthelfrith of Bernicia at the Battle of Caer Legion (Chester).

  British Kingdoms of the South
It was also the capital of the eastern half of the Kingdom of Pengwern, which apparently consisted of three sub-kingdoms, governed directly or indirectly by the over-king himself.
With the territory now undefended and largely in the hands of Oswiu while he was overlord of the Mercians, western Pengwern was settled by Saxon groups moving up from the territory of the West Saxons and the Hwicce.
To the south of Pengwern lay the Romano-British cities of Caer Gloui (modern Gloucester in Gloucestershire), Caer Ceri (Cirencester in Gloucestershire) and Caer Baddan (Bath in Somerset).

Kingdom of Powys - Wikipedia, the free encyclopedia
In 616 Powys was attacked by Æthelfrith of Northumbria in his pursuit of a political rival, Edwin of Northumbria, who had sought refuge in Gwynedd.
Powys and its smaller eastern ally Pengwern became involved in the Northumbrian-Mercian wars of the 640's.
It is unknown to which side Powys was allied, but the result was the same; Powys was defeated and the allied kingdom of Pengwern was sacked, its royal family slaughtered and large areas of Powys' eastern borderlands were annexed by Mercia.

PRE WELSH HISTORY   (Site not responding. Last check: 2007-10-25)
Shrewsbury as such was not in existence in the 7th century when Pengwern is reported to have been destroyed in 642 A.D. the location at the old St. Chad's, the highest point in 'Shrewsbury' sounds correct.
This of course goes against the previous belief of Pengwern being on the Shrewsbury site, but there may have had a form of headquarters on the ‘headland’ at Shrewsbury also named Pengwern, after the family home, which was the subject of the ‘loss’ and the poems written.
Common sense dictates that it is unlikely that Pengwern would be built in the neck of a loop of the Severn with a wide river with no escape at their back.
