Penn Treaty had stopped writing new long term care insurance policies in April 2001 because it could not meet the surplus level required by law, a crisis sparked by the company's faster-than-expected growth in its sales of long term care insurance policies.
Penn Treaty itself is the subject of lawsuit filed in U.S. District Court in Philadelphia in April 2001 on behalf of shareholder Earl R. Sullivan.
According to the lawsuit, Penn Treaty repeatedly said increased growth was not jeopardizing the company's health and that it had adequate reserves for the increased level of business, despite its inability to maintain adequate reserve levels.

Although the decision to have a dual-campus system between Penn State and the Dickinson School of Law was passed Saturday, officials have yet to decide any specifics concerning the new law school at University Park.
