In 1984, 23 county Extension agents in north central and western Pennsylvania agreed to survey their more than 2,400 volunteer 4-H leaders to find out what the volunteers perceived their training needs to be and what delivery method they thought was most effective for each need.
In every aspect of leadership development identified in the survey, at least two-thirds of the volunteers indicated a desire to participate in training; the percentage ranged from a low of 64% in song leading and parliamentary procedure to a high of 85% in both events and opportunities for members and leaders.
Although 4-H adult volunteers in Pennsylvania are called 4-H leaders, the term "volunteer" is used so readers can apply the rationale of this project to their own volunteer program.

Afterward, two of Long's front teeth hung loose, deep scratches on her neck burned, her ribs ached from bruises, and a dark blotch encircled one eye, according to hospital records and their account.

 BLCE: Combating Underage Drinking Campus/Community Partnership
The purpose of this program is to develop a stronger working relationship between the Pennsylvania State Police, Bureau of Liquor Control Enforcement, local law enforcement and district attorneys for the purpose of curtailing the purchase and consumption of alcoholic beverages by minors.
The Bureau of Liquor Control Enforcement is currently in its third year of this initiative which is funded by the Office of Juvenile Justice and Delinquency Prevention (OJJDP), and awarded through the Pennsylvania Commission on Crime and Delinquency.
Grant funds are used to facilitate the reduction of the harmful and destructive consequences of underage and excessive drinking through the creation and continued support for community coalitions, college and student leadership, and targeted enforcement of underage drinking activities.
