The whistle’s fingering system is the same as the six-hole, 'simple system' ("simple" in comparison to Boehm system flutes) used on baroque and folk flutes, and was of course well known before Robert Clarke began producing his tin whistles circa 1843.
The most common tin whistles today are made of brass tubing, or nickel plated brass tubing, with a plastic fipple (mouthpiece).
Whistles are a prevalent starting instrument in Irish traditional music, since they are often cheap (under US$10), relatively easy to start with (no tricky embouchure such as found with the flute), and the fingerings are identical to those on the traditional six holed flute (Irish flute, baroque flute).

My favorite whistle is the Clarke original design in D and C which I found at Hobgoblin Music and Elderly Instruments.
This whistle comes in 3 pieces, a fipple assembly and a 2 piece body with a joint between the upper and lower hands.
The tuning is now perfect with a very nice bend available for the F nat (C nat in D whistle terms) by fingering OXX XOX and sliding the bottom hand index finger off the hole (OXX OOX).

 Tin Whistle
A Tin Whistle is also known as a Penny Whistle or Flageolet or a fipple flute.
The tape that comes with it is "no great shakes", although I listened to it a few times and it helped some with some of the metering, I didn't rely on it heavily (it started squeaking in my tape deck and was possibly of cheap manufacture).
If you are serious about the tin whistle there is a good book/tape/whistle set by Bill Ochs which got me started.

If the whistle is a bit flat, you need to shorten the main tube a little at a time, until it comes into tune.
If the whistle is way sharp, it probably wants to be an E-flat whistle instead of a D whistle.
1) The ratio labled "Proportion" in this table is the distance from the bottom of the whistle to the center of the finger hole devided by the total acoustic length of the whistle (the distance from the bottom of the whistle to the lower edge of the fipple hole--in this case, 26.5 cm).

The Clarke is a must for whistle enthusiasts because it is the closest we have to the old, traditional style of pennywhistle.
The whistle is a standard plastic-fipple-cylindrical shaft D whistle of the Generation- Walton's Soodlum- Feadog- O'Grady type..

The whistle I have is in the key of B but I was told of one Low D that a Scottish player owned.
This whistle is not known for quality however, I was pleased to discover that this whistle maker can produce a whistle with some charm and a playable tone.

If it is a tunable whistle, and you have taken it apart to put into a case, then when you reassemble the whistle: put the 2 sections back together gently and aligned with each other.
These whistles are one piece (non tunable), made in India, nickeled brass, has breathy, mellow sound, not always in perfect pitch and sometimes they have cosmetic defects, but they have a nice sound.
If you are using this case for low whistles, you may need to take apart the 2 sections of the whistle and use 2 compartments for the one whistle, so it then would not hold as many whistles.

I also play fife, and I think whistle is the easier of the two.

Hugh Marwick is a bit of a star on the wee whistles.
I think most penny whistle player that I can think of all play other instruments as well.
As was pointed out on a previous thread, many of today's Scottish whistle players are also pipers and, therefore, tend to have a different style from Alex Green, the late Jimmy Greenan and the like so comparisons with them are a bit unfair.

The plastic mouthpieces are usually glued on when you get the whistle, but by soaking them off like this you are able to tune your whistle.
Also have found time and travel changes the base of the bore on my whistles so they are no longer entirely round, and this sometimes improves the sound.
The first involved an outdoor gig and a procession when a flying insect of some description decided to fly up the whistle and I had failed to observe it was doing this until it reached my mouth....
