The pennywhistle or Feadog as been around for centuries.
There is a great little book on whistles which will teach you how to play (it comes with a teaching tape too) written by Phil Oaks.
(Pennywhistler's Press, Box 2473, NY,NY 10108-2030.) There are other books out there too, but this is the one I started with and like it very much, especially since it didn't cost very much.

I have been making and selling copper pennywhistles since about 1995, and continue to refine my designs to improve both their looks and performance.
I make copper pennywhistles in all keys from low G to high G. Since I am making whistles primarily for fun, my prices are quite reasonble.
As of February 1, 2001, I will not be filling any new pennywhistle orders, so that I can devote more time to recording a CD with my Celtic duo, Dobhran.

The pennywhistle (named after it's cost), is a 6 hole fipple (the part that makes the tone) flute, dating back to prehistoric times.
Clarke has been making pennywhistles since 1843 in the traditional way with a wood block fipple in the air channel (which gives it a "breathier," mellower sound) and a tapered rolled tin body.
This is a new pennywhistle that is being manufactured by Clarke.

At college I discovered Pennywhistles, from a fellow Crew-ton who had carried hers up and down glaciers and mountain ranges, and dropped it down a cliff, with no ill effects.

Performer recorded on cd sounds very Irish (for me :)), and is very useful source when we want to understand Irish feeling and way to proper playing this music, where only sheetmusic is not enough.
This book has 4 cds with all the tunes recorded in a slower, practice version, and then up to speed.
The authors Tin Whistle Tutor has some great examples of ornamentation, trills, etc. and also loads of tunes but I think if I were to get one book first it would be this, the Tin Whistle Tunebook.
