The Arabic word "dhimmi" is an adjective derived from the noun "dhimma", which means "being in the care of".
The term initially applied to "People of the Book" living in lands under Muslim rule, namely Jews and Christians.
Although the dhimma status is never mentioned in the Qur'an, some Islamic jurists justify it with a line from Sura 9, specifically 9.29, which calls for Muslims to fight against the People of the Book in times of war until they pay the jizya head tax and are humbled.

These statistics reveal that torture, in various and different forms, has reached alarming proportions in Egypt, is present in nearly all the Egyptian governorates and affects all social classes.
Section one describes the extent of torture in Egypt and details 42 torture cases recorded by the EOHR Fieldwork Unit, including 16 cases in which EOHR suspects that the death of the victim was a result of torture or mistreatment.
The most important of these are perhaps the crucial necessity of Egypt's ratification of Articles 21 and 22 of the Convention Against Torture and other Cruel, Inhuman or Degrading Treatment (CAT) and the amendment of Article 126 of the Penal Code to bring it in line with CAT.

At its extraordinary session yesterday, the People's Assembly has unanimously approved President's decree amending some provisions of the law regulating the practice of political rights and both the People's Assembly and the Shura Council laws.
Prime Minister Atef Ebeid said that the Republican decree issued by President Hosni Mubarak amending some rules of the law on the practice of political rights was an unprecedented watershed in the history of the democratic system.
