States without democratic institutions are often ruled by a series of dictators, taking power from each other in coups or civil wars.
As a result, it is often also used as a term of abuse for political opponents; Henry Clay's dominance of the U.S. Congress as Speaker of the House and as a member of the United States Senate led to his nickname "the Dictator." The term has also come to be associated with megalomania.
The benevolent dictator is a more modern version of the classical "enlightened despot," being an absolute ruler who exercises his or her political power for the benefit of the people rather than exclusively for his or her own benefit.

The practical programme for establishing the dictatorship of the proletariat which started with the attractive slogan, ‘All power to the Soviets’ ended with the reality that the dictatorship of the proletariat was exercised through the Communist Party, where the Soviets became mere cogwheels in the machine.
Once again the historical experience of the dictatorship of the proletariat has shown that it has not been possible to apply this principle in the strict sense in which Marx spoke of it, drawing from the Paris Commune, where officials were elected by the masses and subject to recall by them at any time.

The Supreme People's Court released statistics showing that courts at all levels acquitted 5,878 defendants in 1999 due either to lack of evidence or to a conclusion that the charges filed did not amount to a crime.
