Under the Constitution of the People's Republic of China, the NPC is the highest organ of state power in China.
The People's Liberation Army (PLA) is controlled not by the State Council but rather by the Central Military Commission, a body which consists mostly of military officers but is chaired by a civilian, since 2004 Hu Jintao.
In 1982, the National People's Congress adopted a new state constitution that emphasized the concept of rule of law by which party and state organizations are all subject to the law.

The PLA was established on August 1, 1927, as the military arm of the Communist Party of China.
The People's Liberation Army's insignia consists of a round device with a design of five stars and the Chinese characters "ba-yi" (August 1, the anniversary of the 1927 Nanchang Uprising), surrounded by wheat ears and cog wheels.
The PLA has generally not been used for internal security but was used for this purpose during the Cultural Revolution as it was the only national institution to survive the turmoil.

Exactly (!) how new message boards should be structured, although I think most people find value in the structure - this would be a better meta-discussion format that would integrate RSS and stuff - you could even use existing blogs and aggregate entries/comments to do this.
