  Elbasan - Wikipedia, the free encyclopedia
It is located on the Shkumbin River in the District of Elbasan and the County of Elbasan, at 41°06′N 20°04′E.
It is one of the largest cities in Albania, with a population of around 100,000 (2003 estimate) and an area of 1,290 square km.
There was a clearly defined Christian settlement within the castle walls, a Vlach district on the outskirts of the city and several fine mosques and Islamic buildings.

In March the Tirana district court reversed the NCRT's December 2004 suspension of TV Shijak's license for copyright violations and failure to pay fees on the grounds that the council should have taken preliminary measures before suspending the license.
She filed charges against the mayor; however, district prosecutors concluded there was insufficient evidence to support a criminal charge and closed the case.

The south and eastern districts were less affected by heavy rain and although serious area reductions are apparent, they are lower than in the north and west.
Wheat yields, and the yields of barley and oats, are estimated to be slightly higher than last year due to the absence of insect pests and diseases, favourable growing conditions after sowing and a prolonged rainy season compensating for the late start to the season.
The other neighbouring districts to Kukes show slightly reduced areas which may be due to late planting, which has affected also returns from Shkoder, M. Madhe, Puke, and Lac.

This rule is set in accordance with the agreement reached at the meeting held by the President of the Republic with political parties and perfectly meets the demands for state financing of the electoral campaign of the parties that have taken part in the latest local government elections.
This solution on one hand values the political parties that have carried out a successful campaign and attained high results, that is, the parties that have made an efficient use of the funds accorded in the form of advance- money, and on the other hand protects the state bank against possible misappropriation of these funds.

The success of the first project is limited to the project area, which comprises only seven districts (Lushnje, Kavaja, Tirana, Durres, Kruja, Fier, and Laci), and many irrigation and drainage facilities outside the project area are reported to have seriously deteriorated since 1993 due to maintenance neglect and constant vandalism.
The project expects to complete the establishment of FWUAs at the seven districts covered under the first project, allowing operational responsibilities for entire irrigation facilities, including primary canals and drainage facilities, to be fully transferred from water enterprises to FWUAs.
The local District Departments of the MoAF, WUAs, local governments, and municipalities would be represented on the Drainage Boards, as well as the National Water Council and National Environment Agency.

At the trial before Tirana District Court, the prosecutor reportedly called for them to be sentenced to imprisonment and three years' suspension from their jobs.

Many were arrested by police and military forces operating in border districts as they sought to enter Greece clandestinely on foot by mountain paths.
Vullnet Bytyçi, from the village of Muç-Has in the Has district of Albania, was shot on the evening of 23 September 2003 while clandestinely crossing the border into Greece together with five other Albanian citizens in search of work.
According to their account, near the village of Microlimni they were confronted by a Greek police patrol (six police officers wearing camouflage uniforms), who ordered them to lie on the ground and began to kick them and beat them brutally with truncheons.

One training/workshop on the forest and pasture transfer based on the manual was conducted in Peqin District with representatives of five komunas attending.
Although there were some initial problems with the DFS Director who wanted to control/manipulate the transfer process, thanks to the support of District and Komuna leaders and DGFP, these problems have been resolved and the transfer is expected to be completed by the end of the year.
Although some District Forest Topographers have been placed on short-term contract (see the Fifteenth Quarterly Report) and are able to continue their work in the komuna forest transfer process, other DFS's/komunas are still without topographers.
