Per Degaton was obsessed with time travel ever since he began working as an assistant for the Time Trust, a group of scientists developing a time machine.
For example, Degaton provided the revelation of the gruesome punishment that Atom Smasher would suffer at the hands of the Spectre, the breaking down of the relation between Stargirl and Captain Marvel, and it is only due to the intervention of Daniel that Degaton didn't tell Doctor Fate of his final passing.
Degaton was eventually stopped and beaten to a bloody pulp by Atom-Smasher, his hands soaked with the concentrated tachyons of the hourglass.

Although Degaton is dead in the "main" time-line, it should be noted that with the numerous excursions possible from the critical point in 1947, Degaton remains a threat to this and future generations.

Degaton is a gas as a bad guy in that he's ruthless, intelligent, and completely bonkers without being the sort of giggling psychopath who gets nothing done.

The sooner this arc is over and they get back to regular JSA stories, the better.
Degaton is easily the greatest JSA villain (yet only when he has his time machine).

Degaton got away, and has a complete memory of what happened.
He's learning from his mistakes, which is obvious from the fact that he managed to escape this time, and he's decidedly more dangerous than he has been in times past.

"Per Degaton" does sound like something you'd use to measure explosions.
Degaton was/is the greatest catalyst for the best JSA stories of all time.
He headlined one of the most popular All-Star Squadron stories, was an original 40s villain in All-Star comics and was the inspiration for the retelling of the current 1950s story.

Per Degaton (or is it just plain "Degaton" these days?) bounces around in time for two reasons: to watch the heroes of the JSA suffer and die at their inevitable end points in spacetime, and then to travel back to the present day and taunt them about it.
He's got this time machine, he realizes they always kick his butt, so he says (minor spoiler here, but if you read the first few pages, you can guess at it) "If I can't hurt them the old-fashioned way, I'll watch life do it for me." Really masterfully done, grimly depicted, and really, really interesting.
It wasn't "funny" per se, in terms of, say, Formerly Known as Justice League, but it was amusing and had some action and had some good character bits.
