He is a son of Arthur Weasley and Molly Weasley, a younger brother of Bill Weasley and Charlie Weasley, and an older brother of Fred Weasley, George Weasley, Ron Weasley, and Ginny Weasley.
Percy entered Hogwarts in 1987, and, like his father and his brother Ron, is described in the book series as being tall and thin, and wearing horn-rimmed glasses just as his father wears glasses (although he has not done so in the film adaptions).
Percy suggests that Ron "sever ties" with Harry Potter, whom the Ministry believed was lying about the return of Lord Voldemort, that he instead pay loyalty to Dolores Umbridge, who Percy called a "delightful woman", and even going so far as to criticize his parents.

It may be that Percy wasn't yet under Imperius when the fight with the family began, but that he is now, but because they are so angry with him the Weasley clan is overlooking it...
Percy seems so excited for the Wizangamot to prosecute Harry and, he is so efficient during the entire proceeding, it is almost as though he couldn't wait for it to happen.
Percy's behavior during OotP doesn't bother me. The argument with his father is stll fresh, and the official Ministry position is that Dumbledore is senile and Harry is mental.

I think Percy would then make another department inside the minstry to continue to make sure that he was not the only one to keep up with ensuring that other departments in the minsitry stay pure form the corruption that Fudge did.
Percy may live up to his first name by finding his own form of a holy grail at the end of a hard journey.
Then again, Percy was raised to be anti-dark arts, and he may actually feel aggravted by the title of blood traitor and want to prove that he isn't, I just do not think he would go so far as to make himself much of a Death Eater, or an immediate associate of a Death Eater.

Percy was a prefect at Hogwarts, and even became Head Boy his 7th year.
Whether this was because of his true feelings on the matter, or he was simply blinded by his desire to succeed in the structure of government.
So far Percy has still stayed slightly distant, but I hope he eventually gives a full apology to his family, and that they accept it, and that Percy adds his support and powers to the upcoming battle.

Not much of Percy's character is seen onscreen, though he acts pompously (Rankin said in an interview that he deliberately overacted for the part.) Most of Percy's role in the film involves Prefect duties, such as leading the first years to their common room in the first film.
He did not appear in the theatrical release of the fourth film.

Chris Rankin and Percy Weasely have two things in common: being a prefect and having ginger hair, but that's about it.
As far as the only thing I have in common is that I was a prefect at school and I've got ginger hair and at the time the film came out I was the age Percy was in the first book.
