Through certain of its officers and employees, Peregrine knew, or was reckless in not knowing, that some of the purported receivables it sold to banks should never have been recorded as revenue, that the banks had recourse on the receivables, and that Peregrine sometimes repurchased receivables from the banks.
Peregrine failed to devise and maintain a system of internal accounting controls sufficient to provide reasonable assurances that transactions were recorded as necessary to permit preparation of financial statements in conformity with GAAP.
Peregrine included financial statements that were not presented in conformity with GAAP in its annual, quarterly, and other reports filed with the Commission from the first quarter of fiscal year 2000 (the period ended June 30, 1999) through the third quarter of fiscal year 2002 (the period ended December 31, 2001).

NEW YORK (CNN/Money) - Peregrine Systems Inc. disclosed Monday that questions raised by the accounting firm that replaced Arthur Andersen LLP as its outside auditor have prompted a probe into whether $100 million in revenue was properly recorded the last two years, as well as the departure of its chief executive and chief financial officer.
Executives with Peregrine told reporters Monday that Andersen was replaced due to questions about its ability to stay in business, and was not tied to any suspicions about its books and records.
While Andersen has lost hundreds of audit clients to competitors since it was tied the collapse of bankrupt energy trader Enron Corp., this is the first major accounting question to have been publicly raised by one of the firms that replaced it.
