Extreme values for perigee and apogee distance occur when perigee or apogee passage occurs close to new or full Moon, and long-term extremes are in the months near to Earth's perihelion passage (closest approach to the Sun, when the Sun's tidal effects are strongest) in the first few days of January.
The closest perigee in the years 1750 through 2125 was 356375 km on 4th January 1912; the most distant apogee in the same period will be 406720 km on 3rd February 2125 (have your camera ready!).
Perigee exposures were made on Kodak Tri-X (ASA 400, emulsion TX5063) film, and apogee exposures on Kodak Plus-X (ASA 100, emulsion PX5062) film; both fl and white negative films.

On September 21st, the first quarter phase fell close to lunar perigee, the Moon's closest approach to planet Earth.
Viewed two weeks apart, the resulting difference in apparent sizes would not be noticed by casual skygazers, but the simultaneous side by side comparison makes it hard to ignore.

 Tides
Due to the 8.86 year precession rate of the moon's major axis, every seventh or eighth close pass (perigee) is also a new or full moon (syzygy), bringing the moon even closer to the earth and resulting in the High Tides of the Year (on a 206 day scheduel, alternately at new and full moons).
Tidal peaks that occur near January 3 are exaggerated by the fact that the Earth is close to the sun at that time (in the Northern Hemisphere), and the highest tides (in the Northern Hemisphere), in general, occur close to this time when the sun's gravitational effect on the earth maximizes each year.
In early December the perigee is 3 days before the new moon, it moved to within 2 days as of the first day of 2006, and will be just 17 hours before the new moon on the January 29-30.

And I'm not even sure that Chechnya was a real "success"; very many innocent people were killed in that war, and it was never really established who was responsible for the terrorism in Russia.
Perigee, in the scenario you describe, we become terrorists, and if we don't take some sort of high road, then it doesn't matter who wins.

The point of perigee actually makes one complete prograde orbit every 8.85 years, so given these two lunar periods it follows that sometimes, though not very often, the date and time of the full Moon will very nearly coincide with the perigee Moon.
On the evening of 3 November (and early hours of 4 November) the full Moon will be very near to lunar perigee - a spectacular combination that will give the viewer a sight of one of the largest Moons possible.
