The county’s third courthouse was burned in 1874, and the incident was attributed to “factional disturbances.” Political disputes were not uncommon in the county, strife over perceived voter irregularities resulted in the setting of fires in and around the courthouse square.
Perry County towns along the rail’s route experienced a population and industry boom, while Perryville lost a large number of its population.
A county library was constructed in Perryville in 1960 and opened in conjunction with the establishment of the Pulaski-Perry Regional Library.

Perry County is in the Ouachita Mountains with the Arkansas River Valley flanking its eastern border and the Fourche La Fave River traversing it from west to east.
Even though there were no significant battlegrounds in Perry County, he noted the countryside had been ravished “by the Jayhawkers, Union soldiers, and outlaws,” who had killed many farmers, plundered their farms, and stolen their livestock.
Perry County’s past difficulties in transportation and available workers have hampered industry’s entry, but improved roads and Little Rock’s westward expansion have created new growth, land development, tourism, and service as a bedroom community for neighboring cities.

The center of population of Arkansas is located in the far northeast corner of Perry County [1].
The county was formed on December 18, 1840 and named for Commodore Oliver Hazard Perry, naval hero in the War of 1812.
In the county the population was spread out with 25.30% under the age of 18, 7.40% from 18 to 24, 28.00% from 25 to 44, 24.50% from 45 to 64, and 14.80% who were 65 years of age or older.

 Oliver Hazard Perry Summary
Oliver Hazard Perry (1785-1819) was the American naval officer in command during the Sept. 10, 1813, victory on Lake Erie, one of the great American naval triumphs of the War of 1812.
Perry was in command of a flotilla at Newport, Va., when war broke out in 1812, but he was given command of American naval forces on Lake Erie in March 1813.
Perry was honored on 90-cent postage stamps of the late 19th century; this one is from 1879.

The 1820 Perry County census has Oswell (Owell) and his wife in the 26 to 45 age range and two sons in the 10 to 20 age range.
One of the last known places that Oswell is listed is the 1850 Perry County, Arkansas census where at 73, he was living with son Eli D. In 1851 he received a warrant for 80 acres of bounty land.
Perry County courts were then moved to Harrisburg where they remained for 2 years while a new county seat was being selected.
