This deflator was revised down from 3.3% to 3.1%, primarily due to a downward revision to estimates of gains in house prices, as well as downward adjustments to measures of state- and local-employee health-insurance costs.
The core deflator for personal consumption advanced at a rate of 2.0% in the first quarter (unchanged from the preliminary report), down from 2.4% in the fourth quarter of 2005.

Inflation can be contrasted with "reflation," which is either a rise of prices from a deflated state, or alternately a reduction in the rate of deflation, that is, the general level of prices are falling at a decreasing rate.
GDP deflator which is based on calculations of the gross domestic product : it is based on the ratio of the total amount of money spent on GDP (nominal GDP) to the inflation-corrected measure of GDP (constant-price or "real" GDP).
Deflators are also calculated for components of GDP such as personal consumption expenditure.

Personal consumption is up 5.9 percent year-on-year, compared to 6.3 percent the prior month.
The core deflator slowed and this is a key focus for the Fed. However, all of the fundamentals that could play a key role in how strong the core PCE deflator is down the road strengthened.
Personal income rose 0.6 percent in June following a 0.4 percent increase in May. The latest increase was led by the wages and salaries component which rebounded 0.6 percent following no change in May. However, July's employment gains were soft and are likely to lead to a more moderate increase for personal income in July.
