Peshawar lies within a horseshoe ring of hills on the edge of the mountain barrier which separates India from Afghanistan, and through it have passed nearly all the invaders from the north.
In early times the district of Peshawar seems to have had an essentially Indian population, for it was not till the 15th century that its present Pathan inhabitants occupied it.
Peshawar was a favorite residence of the Afghan dynasty founded by Ahmed Shah Durrani, and here Mountstuart Elphinstone came as ambassador to Shah Shujah in 1809.

The ancient capital of the district was Pushkulavati from which is obviously derived the Peukelas of Arrian, the historian of Alexander the Great.
The Pathan chiefs were treated with special favour in his camp and he encouraged the tribesmen to settle in the hill country west of Peshawar with a view to their forming a bulwark between his own country and that of his enemies of Hindustan.
The branch of the Khattak." known as the Akora Khattaks settled soon afterwards with the permission of Akbar on the south of the Kabul River in the vicinity of Akora.

The district lies from 34 degrees 05 to 34 degrees 32 north latitudes and 71 degree 48 to 72 degree 25 east longitudes.
It is bounded on the north by Burner district and Malakand protected area, on the east by Swabi and Burner districts, on the South by Nowshera district and on the west by Charsadda district and Malakand protected area.
The urban proportion of the district is 20.2 percent of the total population where as rural proportion is 79.8 percent.

The Khattaks of the Peshawar District all belong to the Akora section.
After the annexation of Peshawar by the Sikhs in 1834 the Khattak villages in the Peshawar Valley proper were brought under direct control of Sikh governors and the Akora chiefship was confined to the four tappas of Nilab, Khwarra, Zira and Patiala.
In the Peshawar District the Khattaks hold all the Lhwarra and Nilab Valley, as well as the country north of the Cherat range to the Kabul river.

PESHAWAR, March 12: The NWFP government’s bid to make district governments plan and execute major projects under their respective Annual Development Programme for the 2004-05 financial year remained unfulfilled after none of the districts complied with instructions, officials told Dawn.
Informed sources said that the district governments had not paid heed to the provincial finance commission’s (PFC) recommendation under which they were required to allocate 40 per cent of their respective development budget for major projects.
Similar views were expressed by the executive planning officers of a couple of districts who, on request of anonymity, said that district nazims of their districts preferred to distribute development funds on equal basis among the union councils to protect their political interests, which could have been threatened in case of going for major projects.
