The EU pet passport makes veterinary checks easier and make life easier for travelling pet owners, since there is one single system that applies for all EU countries (with some temporary exceptions for the UK, Ireland, Malta and Sweden).
However, you can also use the pet passport if you are travelling to or from one of the neighbouring countries where the rabies status matches that of the EU.
Pets coming from outside the EU must be accompanied by the relevant health certificate or other documents as outlined in Question 4.

Pet passport - Wikipedia, the free encyclopedia
PETS was originally introduced for the benefit of animals entering or returning to the United Kingdom from other European Union countries, since historically the UK had very strong controls to safeguard against rabies including a compulsory 6 month quarantine period on imports of many animals.
The passport is not to be confused with a much smaller folder (sometimes purple coloured), routinely issued by vets, which records the complete vaccination history of the pet.
The pet passport scheme is restricted to a list of countries in which rabies is considered to be under control in pet animals.

ISPCA - Pet Passports - How to Travel into Ireland with your Pet Dog or Cat
Under the EU pet passport system it is possible to bring accompanied pet dogs and cats into Ireland without the need for quarantine from a range of countries deemed low risk for rabies provided that certain conditions are met.
Pets travelling under this system must be accompanied either by the owner or by a person responsible for the pet on behalf of the owner.
This provision is to ensure that your pet is not incubating rabies.

 Pet Passports
Lady Fretwell, who led the battle to introduce pet passports, said yesterday: "It is very sad.
If your pet has an old chip which can’t be read by MAFF approved machinery, then you can bring your own reader, or (probably simpler) have the pet chipped again.
Yes, the MAFF has dictated that pets will have to be inspected for ticks and parasites by an approved Vet 24 hours before the return trip.

The Pet Passport, for dogs and cats, can be obtained from most local (ministry approved) vets in UK, France, Spain, Portugal, and most other EU countries within the pet travel scheme.
For Pets returning from elsewhere in Europe, the rates do not include the tick/tapeworm treatment, but we will advise you of time and date to be entered in the Passport.
Pets can also be returned to UK immediately, or at any time within the six month period following the date of blood sampling, but will have to be placed in quarantine, for the balance of the six month period.

The animal's owner/escort will be solely responsible for the behaviour and welfare of the pet(s), including feeding and watering both at the port and on board, and for compliance with the Pet Passport System’s provisions.
The pet’s owner/escort has the primary responsibility of ensuring that the animal is sufficiently fit and healthy for travel.

 Pet Passport Facts
Pets that come from one of these countries and have been resident in any of them for six months may also enter the UK under the pilot scheme if accompanied by the appropriate official certification.
Pets resident anywhere in the British Isles will continue to be able to travel freely within the British Isles, and will not be subject to quarantine or to the Pet Travel Scheme rules unless they are entering the UK from outside the British Isles.
You must make sure that your pet is given its booster on time, otherwise it will not meet the conditions of the scheme and would have to be vaccinated and blood tested again and the residency requirement would have to be met (see section 3).

Under the new plan, pets must first be fitted with a microchip, be vaccinated against rabies, have a blood test at a recognized laboratory to show the vaccine has worked, and be issued an official PETS certificate.
Any pet not meeting the requirements will be quarantined upon arrival in the U.K. If the microchip does not meet an International Standards Organisation (ISO) specification, you would be advised to bring your own microchip reader.
Before your pet can enter the U.K., a vet must treat it for ticks and tapeworms 24 to 48 hours before your cat or dog is checked in for travel.

Your pet dog (including seeing-eye and hearing dogs) or cat must fulfil certain criteria before she or he travels, which must be done in the following order:
If any checks fail, your pet is likely to either go into quarantine, or be returned to the country from which it has just come.

Pet owners moving into Britain spend an average of $2,400 to board an animal in a quarantine kennel for six months, part of strict laws imposed in 1901 to keep Britain rabies-free.
Instead of locking pets in kennels, which dog and cat lovers say is cruel, the government says microchips could be inserted under the animals' skin so they can be identified by an electronic scanner at seaports and airports.
Initially, the government envisages pet passports applying only to European Union countries and perhaps Australia and New Zealand.

If you do enter the UK via an unauthorised route, but your pet otherwise meets all of the requirements for the Pet Travel Scheme, you will still have to put your pet into quarantine (which means getting the proper paperwork for that before you leave).
It's a good idea to check that your pet's microchip can be read before you leave, as it could save a lot of heartache and stress on your return journey.
In practice this will mean when you book your tickets your carrier will give you a list of English speaking Vets who can give your pet a quick ‘once-over’ 24 hours before you arrive at the Channel and supply you with the correct proof of examination.
