  ALTERNATIVE VOTING SYSTEMS
The first shows that STV is vulnerable to "truncation of preferences" when two out of four candidates are to be elected, the second that it is also vulnerable to "nonmonotonicity" when there is one candidate to be elected and there is no transfer of so-called surplus votes.
Approval voting, proposed independently by several analysts in the l970s (Brams and Fishburn, l983), is a voting procedure that is designed in part to prevent the election of minority candidates in multicandidate contests (i.e., those with three or more candidates).
A rational voter will vote for a second choice if his or her first choice appears to be a long shot--as indicated, for example, by the polls--but the voter's calculus and its effects on outcomes is not yet well understood for either approval voting or the other procedures discussed herein (Nurmi, l987; Merrill, l988).

 ORMS Today - June 96: von Neumann Prize
The von Neumann Theory Prize for contributions to the theory of operations research and management science has been awarded by INFORMS to Peter C. Fishburn for his contributions to the foundations of choice under certainty, including axiomizations of utilities, subjective probabilities and ordered sets, and to related theories of voting and social choice.
Fishburn's early work on multiattribute utility theory is particularly noteworthy in that his first axiomization for additive expected utility theory opened up the entire area of multiattribute expected utility and led to extensive development by others.
Fishburn has also made significant contributions to group decision making, including decisions based on voting processes.

After early confusion about the von Neumann-Morgenstern approach was clarified by Malinvaud (1952) (see also Fishburn and Wakker 1995), several equivalent axiomatizations for (1) and (7) were developed.
Fishburn (1988, Chapter 3) reviews weak order and partial order theories due to Machina (1982), Chew (1983), Fishburn (1983) and Quiggin (1993), among others, that accommodate this and other failures of independence.
Savage's theory is based on a set C of consequences and a set S of states of the world that describe the decision maker's areas of uncertainty and are outside his or her control.

Unlike more complicated ranking systems, which suffer from a variety of theoretical as well as practical problems (Brams and Fishburn, l983; Lijphart and Grofman, l984; Dummett, l984; Nurmi, l987; Merrill, l988), AV is simple for voters to understand and use.
In fact, an argument for conducting the experiment in the first place was that management scientists should "practice what we preach" (Jarvis, l984): before deciding on its usage, TIMS should collect the information necessary to make an informed judgment about the applicability of the theoretical analysis of AV to its own elections.

Paulina Fishburn b Jul 1842 (father Peter Fishburn b Jan 1783) married Thomas D Snow in Jan 1860 in Cassville MO.
A Catharine A.W. Fishburn (perhaps Frederick's widow) married a George Fox on 1/17/1861 at the Zion Evangelical Church in Hummelstown, PA. Any information on this marriage would also be appreciated.

An entry in IGI lists her father as "Charles S. White", repeating the birthdate 5 Feb 1765 Amherst, which matches that of the Gatewood genealogy.

 Mo pioneer
Peter Fishburn, born January 9, 1783 in Frederick County, Maryland to John and Susanna (Kitterman) Fishburn, was the first child born in a family of nine.
Apparently Peter had heard about the Homestead lands being offered in Missouri as he started selling off his property and in the 1836, 1837 and 1838 tax list he is listed as a voter but owned no property.
Peter died in 1844 in Lawrence County, Mo. that part of the county became Barry County, Mo. in 1845, thus records are found in both counties regarding this family.
