Peter Rice was born on 7 July 1748 at Leicester, MA; (Rice Gen'l Register indicates the date of birth as 18 July 1748, Spencer, it is noted that Peter's birth is not recorded in the Spencer vital records).
Peter Rice married Rebecca Howe, daughter of Abraham How and Hannah Ward, circa 1688 at Marlborough, MA; there is no record of their marriage in Marlborough, but Rebecca was mentioned as wife of Peter Rice in her father's will of 1694 and as Rebecca Rice in her mother's will of 1716.

The two bureaucratic principles that define Condi Rice are the Peter Principle, which states that people are eventually promoted until they reach a position for which they are incompetent, and the Baruch Axiom, which says that if all you have is a hammer, every problem looks like a nail.
This Thursday, when Dr. Rice testifies before the September 11 commission, it will be interesting to see if commission members ask her to explain her thinking on these matters, and whether she understood before the attacks that the world around her had changed.
If Rice knew Iraq would be a distraction to the war on terror, she is not the bold, assertive adviser with Bush's ear that Administration allies claim she is; if she couldn't see that it was distraction, she is still blinded by her inability to think beyond her Cold War mindset.

The BU report, released yesterday, stated that Dr. Peter A. Rice, who was then chief of infectious disease research at the medical school, ''had reason to suspect" as early as September that scientists working in his lab had been exposed to some strain of tularemia.
The internal report, which excoriates the tularemia researchers for sloppy techniques, is the harshest denunciation from BU so far of Rice's oversight of the work, which is funded by the federal government as part of the Bush administration's campaign to prepare for a terrorist assault by biological means.
A close colleague of Rice's at BU also rose to his defense yesterday, breaking a silence that doctors from the infectious disease division have maintained since the tularemia cases became public in January.

Peter Rice died in October, 1992, the same year that he received the Royal Gold Medal.
Subsequently, it was shown in Edinburgh, Belfast, Dublin and in Peter’s home town of Dundalk; it was also the first exhibition of the work of an engineer to be shown at the Gulbenkian Galleries in Lisbon.
