The Petersberg tasks are a list of military and security priorities incorporated within the European Security and Defence Policy of the European Union.
The Petersberg tasks were first fomulated by the Western European Union (WEU) in 1992 during a summit in at the Hotel Petersberg near Bonn.
Both the WEU and the EU are empowered to enforce the Petersberg tasks, but with the transfer of the most important WEU assets to the EU in 1999, this distinction is mostly artificial.

To assume their responsibilities across the full range of conflict prevention and crisis management tasks defined in the EU Treaty, the Petersberg tasks, the Member States have decided to develop more effective military capabilities and establish new political and military structures for these tasks.
Determination to carry out Petersberg tasks will require Member States to improve national and multinational military capabilities, which will at the same time, as appropriate, strengthen the capabilities of NATO and enhance the effectiveness of the Partnership for Peace (PfP) in promoting European security.
Member States recall their commitment made at Cologne and their determination to give the EU appropriate capabilities, without unnecessary duplication, to be able to undertake the full range of Petersberg tasks in support of the CFSP.

It is less clear where the division of responsibilities between other defence and security tasks lies, and in particular where the boundary lies between the Petersberg tasks and other missions.
In evidence to the Committee, the Secretary of State for Defence acknowledged that the Petersberg tasks "are not precisely defined and quite deliberately so; that would give a great deal of flexibility…we would simply have to make a judgement according to the particular circumstances." (Q360).

Andrews: Effective participation by Ireland in the Petersberg tasks, which is voluntary and entirely a sovereign decision for Ireland in each case, has been facilitated by a number of important developments, which I will summarise.
In response to a proposal by Sweden and Finland, both of whom are Western European Union observers, and with the support of Ireland, the Petersberg tasks were included in the Amsterdam Treaty so that the European Union may avail of the Western European Union to implement such tasks.

Defeating terrorism is consequently the task of society as a whole, not just of governments, and there is even less of a case for claiming that it is the sole responsibility of the security services.

At Helsinki EU governments set themselves the goal of being able to conduct the full range of Petersberg tasks by 2003, and in doing so committed themselves to being able to deploy within two months 50-60,000 troops which could be sustained for a year.
It is therefore important to consider the military requirements of the Petersberg tasks and to assess whether the capabilities necessary will be delivered on time and in such a manner as to enable the EU to be able to undertake the full range of tasks in all scenarios.

One of the tasks to be carried out is implementing the cooperation arrangements reached between WEU and the European Union in accordance with the Protocol on Article 17 of the TEU.

Since the inception of ESDP in 1999, the EU has steadily been improving its capability to make a significant response in cases such as humanitarian and rescue tasks, peacekeeping tasks and tasks of combat forces in crisis management, including peacemaking (known as the Petersberg tasks).
In the case of Exercise MILEX 05, the EU was operating entirely autonomously with France contributing the Operational Headquarters in Mont Valérien, outside Paris, and Germany supplying a deployable Force Headquarters in Ulm.
