Petersburg State University (SPSU; the University) was founded in 1724 by a Direction of Peter I establishing St. Petersburg University as pan of the Academy of Sciences.
Petersburg State University is a classic research university, conducting fundamental and applied research in various subjects and in many areas of natural sciences, social sciences and the humanities and possessing a considerable intellectual potential.
All the University's structure subdivisions are established by a decision of University Scientific Board and conduct their affairs in accordance with regulations which are approved by the rector.

It is also known as Petersburg University, Petrograd University, Leningrad State University, University of St. Petersburg.
In the period between 1803 and 1819 the University formally did not exist; the institution founded by Peter the Great - Saint-Petersburg Academy - was already disbanded, whereas the institution that was later used as basis for the Saint Petersburg University was still known as the Main Pedagogical Institute (Главный Педагогический Институт).

Peter the Great's ukase (edict) regarding the foundation of a university in St. Petersburg was approved by the Senate of the Russian Empire on 28 January 1724.
Among the first members of the Academy and professors of the University were eminent scholars, such as the mathematician Euler (1707-1783), the physicist Craft (1701-1754), the Orientalist and philologist Bayer (1694-1738), and the physicist and philosopher Braun (1712-1768).
The fundamental document that legally formulated the academic principles of the University and the Grammar School was "The Regulations of the Imperial Academy of Sciences and Arts in St.Petersburg", which was approved by Empress Elisaveta Petrovna in 1747.

Petersburg State University (SPSU), in collaboration with the Center for Interdisciplinary Research on AIDS (CIRA) at Yale University, has begun planning a public health masters program in the Russian Federation.
The first set of planning meetings for this new program was held at SPSU in October, 2002, attended by senior University officials at SPSU and Michael Merson, A. Lauder Professor of Public Health at Yale University and the Director of CIRA.
In January 2003, SPSU, the Biomedical Center in St. Petersburg and CIRA co-organized a three-day workshop in St. Petersburg to discuss differing models of public health education, priority public health needs in the Russia Federation, and a strategy for establishing a Master of Public Health program at SPSU.
