Petunia was caught between one toddler, her own Dudley, screaming his little head off upstairs, waiting to be brought down and cared for; another toddler, definitely not her own, crying for attention beside her, and her husband, standing over her and demanding answers.
Petunia supposed she must have been distracted by the arrival of the little abandonee and the possibility of having to deal with her sister's crowd; that must have been why she couldn't wrestle Dudley into his chair as usual.
Petunia wished they'd left her with a babysitter for the day, as it would have spared her a lot of watching her sister be the center of attention amid some very disturbing scenes.

HPL: Essays - Tragedy of Petunia Dursley   (Site not responding. Last check: 2007-10-22)
Whilst Petunia was "horse-faced and bony" (CS1), Lily "had thick, dark red hair that fell to her shoulders, and startling green almond-shaped eyes" (OP28).
Petunia's tragedy is of course, that by failing to cope with the abilities of her sister, nephew, or son, she has condemned herself to an existence where she can never relax, lest she be found out.
Petunia's tragedy is unlikely to stop at the end of OP, and I now wait to see how her relationship with Harry will develop.

Dursley?" The large, purple-faced man said nothing, looking very bristled and perturbed that the thin man standing before him seemed to know who he was.
Petunia, a wand pointed at her back, calmly led the man up the stairs, where now only a defeated knocking could be heard coming from underneath, locked behind the cupboard door.
Aunt Petunia was looking at him with such urgency, her blue-green eyes nearly falling out of her head and her complexion was so very pale that Harry felt, despite the situation, compelled to answer her.
