Hanoi's defense minister, general Pham Van Tra on Tuesday, November 4, called on the military to play a key role in economic and social development through the construction of special economic defense zones.
Pham Van Tra recommended that each infantry division establish one or two such zones charged with the twin tasks of promoting economic activity and ensuring national defense.
Pham Van Tra statement came when the China Communist top leaders have just ended the role played by its military in the national economy.

Tra's four-day Washington foray, comes ahead of a port call by a US Navy warship in Ho Chi Minh City, formerly known as Saigon, scheduled for mid-November.
Analysts say Tra's visit symbolises a formal and pragmatic turning of the page on past hostilities by Hanoi, a step tentatively initiated in 1995 and accelerated five years later with the July 2000 US-Vietnam trade agreement.

Vietnam's Defence Minister, Pham Van Tra, has made a historic visit to Washington, meeting US Defence Secretary, Donald Rumsfeld, as the two former enemies sought to solidify normal relations 28 years after the war in Vietnam ended.
Mr Tra, who fought in what Vietnam refers to as the American Resistance War, became the first Vietnamese defence minister to visit the Pentagon and the State Department since the war ended in 1975.
Mr Tra's welcome at the Pentagon was far more subdued than that given by the Vietnamese to the then defence secretary, William Cohen, in a similar visit to Hanoi in March 2000.
