Super Goof first appeared in The Phantom Blot #2 (February, 1965) by Del Connell (story) and Paul Murry (art), where he was just imagining that he was a super hero.
In later stories, Super Goof not only encountered the Phantom Blot, but he also encountered other bad guys such as Black Pete, the Beagle Boys, Emil Eagle, and Mad Madam Mim.
Super Goof's secret identity is known only to his nephew Gilbert who also calls himself Super Gilly on occasion.

The immediate context of the blot is the sign backing and my point is that, I think, one blot would look largely as the next unless you became very familiar with the route and the attendant blots along the way.
The reason that one blot would look as the next is that I wouldn't have any sort of idea association with a random blot shape--no memory, or color, or emotion.
Now, I am not denying that there may be the occasional blot that is so reminiscent of something I am familiar with that it will function as effectively as a numeral but I'm betting that there wouldn't be many of those.

Tho there's only one "original" Blot story by Floyd Gottfredson himself, who wrote and drew it in 1930s comic strips, it was considered a classic and was frequently reprinted or redone.
The Phantom Blot #1 came out in July of 1964 and, once it was through with its seven-issue run, The Blot was far from being the oneshot villain he'd been for the previous three decades.

Silas Perkins is referred to as Silas "Haymow" in one panel of "Mickey Mouse Outwits the Phantom Blot" (in the 7/29/39 strip).
The name was obviously relettered between original writing and publication, but whoever did it didn't change the character's name anywhere else.

He continued to draw and write the 'Mickey Mouse' strip until his retirement in 1975.
Gottfredson introduced several new characters to the strip, such as the mysterious 'Phantom Blot' and the futuristic 'Eega Beeva'.
From 1932 to 1938, he also drew the 'Mickey Mouse' Sunday page, but this was eventually handed over the Manuel Gonzales.

Hana, there are two rather nasty looking blots; one on her usually blot-free left cheek and another in the sky.
An inspection of the innards of my Canon revealed the blots on my sensor.
I have one tiny blot in the upper right of my pix using my kit lens, but no biggie--I just PS it out if it's noticeable.

 Don Markstein's Toonopedia: Eclipso
In the 1940s, The Claw, the original cover feature of Silver Streak Comics, is of interest mainly as the guy who brought Daredevil to prominence; and in the '60s The Phantom Blot, a title devoted to one of Mickey Mouse's recurring villains, is notable mainly for having introduced Super Goof.
He went on to occasional bouts with the likes of The Phantom Stranger and The Metal Men, and briefly, during the early 1980s, became a supporting character in Green Lantern.
But he didn't become a major powerhouse of a villain because, as later writers said, it was hard to take a character seriously when he could be defeated with a flashbulb.
