In 1946, Phetsarath became leader of the Lao resistance movement against the French return to Laos, a position which placed him in direct conflict with the King, who sought a return to the French Protectorate.
Consequently, Phetsarath left the country and spent eleven years in exile in Thailand, a period during which Lao politics was dominated by his younger brothers, the Princes Souvanna Phouma and Souphanouvong.
Phetsarath finally returned to Laos in 1956 to act as mediator in the conflict between Souvanna Phouma and Souphanouvong and died in his birthplace Luang Prabang in 1959.

Chapter 9: Phetsarath is invited to return
Though Prince Phetsarath's heart was strong as iron or diamonds, it had to soften in the face of popular and Sangha opinion.
Prince Phetsarath said that his return to Laos was not as important as the lives of the Lao people, who had suffered the fate of ten years of country-wide disorder.
Prince Phetsarath asked the government to arrange aid for Lao exiles of every level, from commoners to civil servants, and to encourage their return to Laos to help to work for the country's prosperity.

Opponents seized the opportunity to charge that Prince Phetsarath was proceeding with a communist policy, and alleged that Soupha-nouvong, his younger brother, was a Red; that he was backed by Red China and the Viet-Minh and wanted to go down the Red path.
We can see why Prince Phetsarath could not return to Laos until the two sides had made an orderly agreement so that he could be strictly neutral.

But the old prince was miffed at certain smart-alecky, democratic customs now prevalent in Vientiane (including the fact that the kowtow is going out of fashion) and was also upset, he said, to see that his brothers, Souvanna Phouma and Souphanouvong, were not settling their difficulties.

Tiao Phetsarath was one of the most important figures in 20th century Lao nationalism.
His leadership of the small Lao independance movement, the Lao Issara, from 1945-1949 brought him both notoriety and political prominence, but it also brought him into conflict with the Luang Phrabang monarchy which he had long supported.
The disagreement between Phetsarath and the King would deprive Laos of one of its most important figures as it made the transition to independance and fell into the cauldon of the Cold War.
