Sir Philip Martin Bailhache KBE (born February 28, 1946) is the Bailiff of the Channel Island of Jersey.
Bailhache was born in Jersey, and received his knighthood in 1996, shortly after becoming bailiff of Jersey.
First elected to the States of Jersey as Deputy of Grouville in 1972, he resigned his seat in 1975 to become a Crown Officer when appointed as HM Solicitor General.

Bailhache added that there are two distinct problems with relation to late-night opening: the noise coming from inside the nightclubs and the noise and behaviour of patrons leaving town venues and causing disturbance to residents.
The Deputy Bailiff, Philip Bailhache, also asked the Attorney-General, Michael Birt, to instruct the police to keep an eye on the premises and for recommendations to be made if the high levels of noise reported by residents are not reduced.
Bailhache said that they would be prepared to receive a further application from Rossignols when the premises had been adequately and satisfactorily insulated to prevent disturbance to neighbouring properties.

It reveals that the Sheikh and Standard Chartered Grindlays Trust were accused of colluding to mislead the court about the true nature of the trusts and that the Attorney General was given permission to cross-examine the Sheikh on his evidence because he did not believe it.

The judgment was delivered by the Bailiff of Jersey, Sir Philip Bailhache, who was asked by the Evening Post to review his own decisions - first to hold the proceedings in camera and then, when the newspaper reported on their existence, to impose unlimited blanket reporting restrictions.
The reporting restrictions were imposed by Sir Philip in November last year after the Evening Post reported on the existence of the proceedings.
Attorney-General Bailhache had previously announced that a criminal investigation into the affairs of the two Yaheeb Trusts and the Havana Trust was to be abandoned following the voluntary payment of £6m by the Qatari minister for foreign affairs, Sheikh Hamad Bin Jassim Bin Jaber Al Thani, who maintained his innocence.

 Occupation Memorial | Holocaust Memorial Day | Keynote speeches
Sir Philip Bailhache, Bailiff of Jersey has played a pivotal role in ensuring that the memory of Islanders who suffered during the German Occupation is appropriately memorialised.
Sir Philip also unveiled the Jersey Harbour memorial to the 22 Jerseymen and women who died in concentration camps and prisons, now the focus of the Island's Holocaust Memorial Day commemoration.

 ISAF - Clipper Round the World Yacht Race 2005-2006
Accompanied by the Bailiff, Sir Philip BAILHACHE QC, Sir John will conduct Jersey Clipper’s official Naming Ceremony at 18:05 from St. Helier Harbour and will also unveil the yacht’s spectacular new livery, following a highly popular competition in the Jersey Evening Post to design the new hull branding and house flag.
The fleet of ten identical yachts, termed Dubois 68s and all built from a single mould, will provide their crews with the fastest round the world ocean racers in the non-professional field.
The proceedings will commence with footage of the Jersey Clipper’s victory on the last race and will be followed by interviews with key people involved in the campaign - such as the Jersey Clipper Committee, crew members past and present, and the campaign sponsors UBS and Dandara.

On Jan. 31, 1996, the queen appointed Bailhache as a judge of the Court of Appeal of Guernsey.
The Courts of Appeal for each bailiwick are separate but are served by a common panel of judges, normally from the United Kingdom, in addition to the bailiffs of Jersey and Guernsey.
