Segal was most recently Senior Executive Vice President, Scripted Programming and Development of Tribune Entertainment, where he oversaw all programming and scheduling for the Tribune Station Group's weekend first-run action hours.
Segal is a member of the Writers Guild of America, the Producer's Guild of America, and the Academy of Television Arts and Sciences.

British expatriate Philip Segal had been working since 1989 to forge a coproduction deal between an American company and the BBC to make a new Doctor Who series, beginning even before the programme's twenty-sixth and final season, which was broadcast that year.
Segal was becoming concerned that further delays on this front might threaten the start of preproduction, and so arranged a meeting directly between Jacobs and the BBC, out of which several more changes arose.
Segal did decide to give the Seventh Doctor a new wardrobe, having long disliked both the umbrella and the question-mark pullover which were hallmarks of the original outfit.

Philip Segal, a British born American was, after two years of negotiations, given the right to bring Doctor Who back to our screens.
Segal's deal meant that he was to produce a 90 minute Television Movie which was to act as a pilot for a possible new series of similar films.
Segal decided that he needed big names in it but the BBC were insistent that it remained true to the old series and it featured an English Doctor.

Further pressure on the industry came with confirmation that the federal Health Minister, Dr Michael Wooldridge, was demanding that it disclose its research on the harmful effects of smoking by the end of July.
A spokeswoman for Philip Morris yesterday defended its legal right to monitor its operating environment and to seek to present its view to politicians and the media.
Dr Segal said he would prefer to see the price of cigarettes immediately doubled, smoking banned in enclosed public places and an end to Grand Prix tobacco advertising than massive financial settlements like those reached by several US states with international tobacco giants.

Philip Segal, Tribune Entertainment's senior vice president of scripted programming, told fans of Earth: Final Conflict in an official chat that Leni Parker (Da'an) and Anita La Selva (Zo'or) would be leaving the show and that original star Kevin Kilner would return as William Boone in the upcoming fifth season.

It was not cancelled outright as such; although in-house production had ceased, the BBC were hopeful of finding an independent production company to re-launch the show and had been approached for such a venture by Philip Segal, a British expatriate who worked for Columbia Pictures' television arm in the United States.
Segal's negotiations dragged on for several years, and followed him from Columbia to Steven Spielberg's Amblin company and finally to Universal Studios, where in 1996, an attempt was made to revive the series with a telemovie starring Paul McGann as the Doctor.
A co-production between the BBC, Universal Studios and 20th Century Fox Television, it aired on the Fox Network on May 14, 1996, and in the UK on May 27, 1996.

As far as content goes, well, there's three main sections (though the book isn't organised as such), one covering the boardroom discussions and network passing-the-parcel of the early 90s, one concerned with the infamous 'Leekley bible', and finally one going into almost excruciating detail over the development of the TVM.
Segal is very honest about the places where the TVM falls down and the problems the shoot encountered.
A right-to-reply for some of those Segal criticises would have been reasonable, although the lack of contributions from Paul McGann and Eric Roberts are more understandable.

He was joined on stage for one panel by Philip Segal (producer of the TV Movie) and co-stars Sylvester McCoy and Yee Jee Tso.
McGann discussed at length his hatred of the wig (What Segal referred to as "A ten thousand dollar problem"), while Segal talked frankly about the difficulties of working with Eric Roberts ("he was in a bad place at the time"), and revealed that the TARDIS set has vanished from storage ("probably on E-bay," muttered McGann).
Fans of McGann will be disappointed to hear there may well not be any more Hornblower movies, much to the actor's distress ("I was looking forward to losing a leg and getting a ship of my own....").

Gary Gillatt, editor of Doctor Who Magazine, recently announced that Doctor Who: Regeneration, the long-delayed hardcover book by Philip Segal and Gary Russell has finally found a new publisher and will be released in September 2000.
Regeneration, a book about the production of the 1996 Fox Doctor Who TV movie (Segal was the executive producer and driving force behind the film), was originally scheduled to be printed in 1999 by Virgin Publishing, but Virgin shelved it after the final draft of the book was turned in.
Philip Segal was the executive producer and driving force behind the film.
