Philippe Couillard M.D., (born June 26, 1957 in Montreal) is a politician, university professor, and neurosurgeon in Quebec, Canada.
In 2006 and 2007, there were rumours that Couillard would jump to federal politics and being a candidate for the Conservative Party of Canada in a future federal election, but denied it.
Couillard won the 2007 elections despite the Action democratique du Quebec's (ADQ) strong performance in the region in which the party gained the majority of the seats.

Quebec Health Minister Philippe Couillard is leaving his Montreal constituency to run in Quebec City's Jean-Talon riding in the upcoming provincial election.
Couillard is the MNA for Mount Royal riding, a Liberal stronghold in Montreal's northwest region.
Couillard has indicated he wants a riding closer to his family, who moved to Quebec City after the 2003 election.

In an interview Thursday with Radio-Canada, Couillard admitted this past year has been particularly bad for emergency room overcrowding — but said the solution won't be found in bigger budgets for health centres.
Couillard was responding to Montreal doctors who demanded Wednesday that political parties formulate concrete measures to clear out clogged hospital emergency rooms. 
Couillard agreed that the health-care system needs to be diversified, but he said increasing budgets won't necessarily make that happen.

In announcing a fresh round of public consultations on Quebec's tobacco laws, Couillard said there is a growing social consensus that the days of smoking in public places are coming to an end because no one can ignore the effects of secondhand smoke on nonsmokers.
Couillard went so far as to say it is "unethical" to expose people to such smoke because studies show it has a deadlier chemical content than that inhaled by smokers.

SI le collège de médecine ou votre Couillard, ou votre gouvernement n'ont pas l'intention de donner la chance à ces médecins d'exercer leur profession ici au Canada, il faudrait que le service d'immigration refuse systématiquement toute demande de résidence permanente de cette catégorie de personne.
