His parents were Lieutenant General Arthur MacArthur, a recipient of the Medal of Honor during the American Civil War, who was the son of jurist and politician Arthur MacArthur, Sr.
When MacArthur retired from the U.S. Army in 1937, he was made a Field Marshal of the Philippine Army, by President Quezon but returned in July 1941 as commander of United States Army Forces Far East (USAFFE), based in Manila when he was recalled to active duty for fear of impending war with Japan.
MacArthur spent the remainder of his life quietly in New York, except for a spectacular "sentimental journey" to the Philippines in 1961, when he was decorated by President Carlos P. Garcia with the Philippine Legion of Honor, rank of Chief Commander.

Even though they performed extraordinarily well before the war as regular U.S. Army soldiers charged with the defense of the Philippines, it is their spirited combat against the Japanese in one action after another from early December 1941, until the fall of the Philippines in May of 1942, for which they are most famous.
By any standard these decorations reflect the heroism of a large number of Philippine Scouts who fought early in the war under extremely difficult conditions marked by inadequate food and medicine, deteriorating health due to tropical diseases, obsolete weapons and ammunition, and no hope of support from the United States.
It was as a Scout that Calugas was awarded the Medal of Honor for heroism on January 6, 1942, at Culis, Bataan Province.
