We agree with the opinion of the Secretary of Justice that the refining of imported crude oil is not regulated by, nor is it within the scope and purview of the Petroleum Act of 1949.
After a long study by PNOC, PETRON was found to be “inappropriate or unnecessary” for the government to maintain because refining and marketing of petroleum is an aspect of the industry which is better left to the private sector.
