PHILIPPINE National Railways said it has failed to secure a financing commitment from China for the $1-billion rehabilitation of its Bicol line.
PNR resumed on May 2 the operations of its Bicol line, which were suspended in November when one of its trains fell into a ravine in Quezon province.
