Sandiganbayan records reveal that from 1988 to July 31, 1997, the accused whose cases were withdrawn by the Ombudsman reached 664 or 9.75 percent of the total number of accused who had their cases terminated during that period.
To be fair, an Ombudsman official who has been working there since 1988 attributes the high rate to a deliberate effort on the Office's part to "minimize corruption on the part of the prosecutor" by having the court "take jurisdiction" as soon as possible and have a warrant of arrest issued against the accused.
Ex-Deputy Ombudsman Manuel Domingo, however, said he had an investigator whom he asked to resign after someone complained that the Ombudsman personnel was asking for money.

Insurance commissioner Evangeline Escobillo is facing investigation by the Office of the Ombudsman for graft and corrupt practices for allegedly giving “unwarranted benefits and advantage” to private insurance companies in the issuance of compulsory third party liability insurance to vehicle owners.
Acting on the graft complaint filed by Commuters and Consumers Advocate of the Philippines Inc., Ombudsman director Aleu Amante ordered Escobillo to submit her counteraffidavit and those of her witnesses within 10 days after receipt of the order.
The complainant asked the Ombudsman to order the preventive suspension of Escobillo to prevent her from unduly influencing those who may testify against her, especially the insurance companies whose licenses she can suspend or revoke at will.
