With surveys showing that a high incidence of drug abuse among teenagers, authorities have gone as far as to introduce urine tests at some schools where there are unusually high rates of truancy, and where students are prone to rude behaviour or are inattentive in the classroom.

Many Phongsali locals with whom I spoke in Thai or English agreed that the feel was different here and attributed it to the presence of large numbers of Chinese (whose border in Yunnan province is only 40 kilometers away), or at least their cultural influence.
Phongsali is definitely the ugliest town I have ever seen in Southeast Asia.
They were bringing heavy baskets of goods on their back to sell at the market in Phongsali, and they also sold as many goods as they could to people and villages they passed on the way.
