The choice of the two northern provinces was based on a preliminary analysis of road network density, a revenue and capital investment plan, and income and poverty indicators disaggregated at the provincial level.
The analysis showed that the five northern provinces of Oudomxay, Phongsaly, Huaphanh, Xayabury and Luang Prabang are among the poorest in terms of per capita GDP, and receive net transfers from the Government for the provincial admin.
The proposed project is designed to provide basic infrastructure to the two remote northern provinces of Oudomxay and Phongsaly, and thus help the poor population in those isolated areas realize their economic potential, raise their incomes, improve their standard of living and become integrated in the national economy.

 Phongsaly
Tucked between China, Vietnam and Oudomsay Province in Northern Lao, Phongsaly Province is a beautiful, relatively untouched area of South East Asia.
There are no borders open to foreigners between Phongsaly and either China or Vietnam at this point, making it a bit of a dead-end destination for travelers, and as such is relatively unspoiled by foreigners.
It is not possible to fly from Phongsaly to Luang Prabang directly as the plane returns directly to Vientiane.

The northern provinces of Luang Prabang, Xayaboury, Huaphan, Phongsaly and Xaysomboun Special Zone say they have completely eradicated opium cultivation, and are about to preparing the application for inclusion by May in the government's list of opium-free zones.
"Phongsaly province has seven districts, three of which (Kuar, Boun-tai and Boun-neua) were declared free last year.
He said, "This year, opium growers are ready to cooperate, so we can work faster, and we expect to declare our province opium-free by May." He said 82 percent farmers in the province had been growing opium poppies.
