PhotoCD is a cross-platform format, and film sizes from APS to 5x4" may be scanned in a variety of resolutions from 128 x 192 pixels (Base/16) to 2048 x 3072 (16 Base).
PhotoCD remains a viable and cheap means of digitising slides for non-critical use.
As a follow up to this Bill Wood tells me that PhotoCD scanning stations have evolved some since their introduction, and that later models are capable of better results and do not produce as much flare.

The dynamic range for a PhotoCD scan, an important measure of image quality, is 2.8, while that of a pro scan is 3.2.
Since the dynamic range of the PhotoCD Master disc closely matched that of color negative film, I started shooting more images on Agfa, Fuji and Kodak color negative stock for projects I knew would ultimately be delivered in a digital form.
PhotoCD had been doing well in a state of benign neglect from Kodak, when someone in Rochester had the idea of creating Picture Disk and Picture CD.

 Scanner Comparison - PhotoCD v Sprintscan
I don't really know, but part of the answer may be that because of the lower resolution of the PhotoCD scan, it is effectively undersampling the grain pattern, hence it does not show up so much.
On the basis of these observations I believe that PhotoCD offers a high level of quality that may even be higher than the Sprintscan for critical work.
For all practical purposes the output of the Sprintscan is of very high quality and the image noise does not become apparent unless fairly aggressive enhancement is needed of a single underexposed (astronomical) negative.

This one PhotoCD, however, was bad enough that I decided to send it back.
The bottom-most image is at the highest resolution available on the PhotoCD (approximately 3K by 2K pixels).

 Review -- Kodak Pro PhotoCD
Several months ago I asked the Medium Format Digest whether anyone had had much experience with using Kodak's PhotoCD for medium and large format work (as opposed to the 35mm consumer version (called the "Master PhotoCD" for some reason), which I use and recommend for things like Web publishing).
Some 48 hours and $200 later, I had a nice little Pro PhotoCD with ten images, which I then accessed and converted to RGB using Photoshop 3 (Photoshop comes with the appropriate Kodak CMS plugins for the conversion to RGB or CIELAB formats; unfortunately, of course, you can't save from Photoshop in PhotoCD format).
In summary, the Pro PhotoCD did the job well, which was to provide a cheaper way (compared to drum scans) of getting medium and large format negs and transparencies scanned, and to form the basis for Web publishing and medium-quality publishing in other media.

If you are just looking for a way to decode PhotoCD images, check out libpcd.
With todays computers memory and CPU time for PhotoCD decoding are no issues any more, so this simply isn't needed.
On my current workstation (PIII/450 MHz, which isn't exactly new) ida reads and displays full-size (3072x2048) PhotoCD images in only three seconds, which makes any attempt to reduce decoding time by picking a region of the image manually pretty much obsolete...

As far as I know, the Kodak PhotoCD is a proprietary format and has not licensed it to any software developer company for output although input is OK. Hence no photo editing program can create a PhotoCD file although they can read them.
I bought a CF card reader made by a company called Dazzle -- I think it cost about $14 at an office supply store -- and it came with software to make CD's to play in a DVD player.
HTML in messages is not allowed, plain website addresses are automatically made active by the board.
