While Waite was an occultist, he was very concerned with the accuracy of the symbols he used for his deck, and he did much research into the traditions, interpretations, and history behind the cards.
Waite dismissed as baseless the belief that the Tarot was Egyptian in origin, and noted that no evidence of the cards exists prior to the 15th century.
Waite drew upon the earlier Tarot of French occultist Eliphas Levi, at times retaining his changes to the traditional deck (as with the Chariot card, which both Waite and Levi picture being drawn by two sphinx, instead of horses), at other times criticizing him (as with the Hermit card, which Waite thought Levi misinterpreted).

Part I outlines the Tarot’s assumed and actual history, and Waite’s accounts of other writers thesis on the origins of Tarot are interesting, though, of course, peppered with Waite’s usual snide remarks.
In Part II Waite gives a brief overview of the cards of the Major Arcana, with brief description of some of the symbolism, naturally vague and without expanding, and open to interpretation for the uninitiated, presumably assuming it is obvious to others.
As with his notes on Tarot history, he tends to spend more time discussing why other writers interpretations of the cards are wrong than he does illuminating the ‘correct’ way to read them.

The tarot suits and their correspondences can vary to quite a degree between decks and the associated systems.
There's a lot of discussion about the origin of the tarot, but I'm really not too concerned about their age, or who originally developed them, or even where they were developed.
I think it has to do with the fact that the tarot offers images, which allow one to slowly follow a pathway to within themselves, without losing focus.
