Pierre Andre De Suffren Saint Tropez - LoveToKnow 1911
PIERRE ANDRE DE SUFFREN SAINT TROPEZ (1729-1788), French admiral, was the third son of the marquis de Saint Tropez, head of a family of nobles of Provence which claimed to have emigrated from Lucca in the 14th century.
He was born in the Château de Saint Canat in the present department of Aix on the 17th of July 1729.
Suffren attacked with unprecedented vigour on every occasion, and if he had not been ill-supported by some of his captains he would undoubtedly have gained a distinct victory; as it was, he maintained his squadron without the help of a port to refit, and provided himself with an anchorage at Trincomalee.

The operations on shore were slackly con-ducted by him, and Suffren was much hampered, but when he fought his last battle against Hughes (April 20, 1783), with fourteen ships to eighteen he forced the English admiral to retire to Madras, leaving the army then besieging Cuddalore in a very dangerous position.

Admiral Satan: The Life and Campaigns of Suffren, Scourge of the Royal Navy by I. B. Tauris
Sadly for the French, Suffren was unable to stem the tide of British influence (and French decline); he never received the support of land troops that was needed to do the job, but his campaigns gave the French Navy one last period of dominance in the region.
In an age of remarkable characters, Pierre-Andre de Suffren Saint Tropez, the Bailli de Suffren, was one of the most remarkable: eccentric, irascible, slovenly, gluttonous, possessed of furious energy and lust for battle.
Suffren brought all his tactical brilliance and radical innovation to bear: his opponent, the indomitable Admiral Sir Edward Hughes, was no less determined, and the resulting campaign was as fierce as it was evenly balanced, ending only with the declaration of peace in 1783.

Suffren quickly made repairs, and in March continued on his mission to deliver French troops south of Porto Novo, a small town south of the British-held port of Cuddalore.
Suffren received word (evidently by way of Hughes) from Paris that hostilities were to end, and that preliminary articles of peace had been signed.

De Gaulle’s declaration of the Fifth Republic — a movement away from a weak state and politically fragmented legislature towards a strong centralised government — provided Francophone states with a model upon which their post-colonial administrations could be structured.
The management of De Gaulle’s policy of La francafrique (both during his reign and after) was the responsibility of four major roleplayers — the Presidency (advised by the Cellule Afrique which was, in effect, the de facto power behind the throne), the Ministry of Foreign Affairs, the Ministry of Defence and the Ministry of Co-operation.
