Pierre Charles Jean Baptiste Silvestre de Villeneuve was born into an aristocratic family at Valensoles in Provence in 1763.
On 11th June Villeneuve gave order for his 20 strong fleet to return to Europe and was in such a hurry to do so that he did not land the 12000 troops he had brought from Europe for the protection of the French islands.
Villeneuve called a Council of War and showed his poor man management skills by insulting his Spanish allies claiming "it is not the barometer but certain person's courage that is falling" when objections against sailing were made due to bad weather conditions.

Pierre-Charles-Jean-Baptiste-Silvestre de Villeneuve (31 December 1763 – 22 April 1806) was a French naval officer during the Napoleonic Wars.
Villeneuve was born in 1763 at Valensole, Basses Alpes, and joined the French Navy in 1778.
On 21 October 1805 Villeneuve learned of the size of the British fleet, and turned back to Cádiz, but the combined fleets were intercepted by Nelson off Cape Trafalgar.

Nelson was shot as the Victory locked sails with the Redoubtable, and died at 1630hrs.
During the actual battle a good example of communication breakdown was when the first seven ships of the Combined Fleet totally missed Villeneuve's order to turn around and engage the enemy.
I think Villeneuve and few others were quite competant actually but they failed to make the fleet act and fight as one.
