When Pierre returned, and found out what was happening, he asked for a "Court of Honour" to resolve the question of the true composer of the music.
(Pierre and Adolphe were to some extent regarded as symbols of Revolutionary and Reformist socialism respectively.) In December, 1920, the French Socialist Party held its XVIII Congress at Tours, at which the majority voted for affiliation with the Communist International and in effect founded the Communist Party of France.
Pierre Degeyter joined the Communist Party and at its IV Congress he conducted the orchestra which played his music.

Now comes word that The Internationale, the celebrated anthem of the Communist Party, must be treated as private property and cannot be whistled in a commercial film without payment to the estate of its tune-smith.
As the Associated Press reports, The Internationale was written in 1871 by Frechman Eugene Pottier and set to music by Pierre Degeyter in 1888.
Although Degeyter died in 1932, his estate retains musical rights to the song until 2014 -- 70 years after the death of the creator plus some extra time to compensate for the disruptions of WW II.

Hard to imagine that the long-dead creator of that song is having his wishes honored by French collecting societies shaking down people who make use of it for cash.
The 19th-century revolutionary hymn was written by Eugene Pottier in 1871 and set to music by another Frenchman, Pierre Degeyter, in 1888...
Under French law, "The Internationale" won't fall into the public domain until 2014 — 70 years of post-mortem protection plus extra time to cover the world war.

Whereas Degeyter’s song was originally written as a jaunty march in 2/4 tempo, the Russified version of the piece was slower and more solemn.

The original was written in French by Eugene Pottier, a woodworker from Lille, after the fall of the Paris Commune of 1871, and set to music by P. Degeyter.
The "Internationale" referred to is the International Working Men's Association, the so-called First International (1864­76), part of which had supported the Commune.
