  Pierre Messmer - Telegraph
Pierre Messmer, who died yesterday aged 91, was the Gaullist prime minister of France from July 1972 to May 1974; earlier, between 1960 and 1969, he had been minister for the armed forces under the presidency of General de Gaulle himself.
Messmer's first task, in February 1960, was to restore morale in the French army, which was riven with disaffection over de Gaulle's decision to grant independence to Algeria.
Messmer was thus unwise to announce, in April 1961, that it was "out of the question that the army should lose its discipline".

Pierre Messmer obituary - Times Online
Unswervingly loyal to the President, Messmer largely succeeded in the uneasy task of rebuilding the morale of an army shattered by the bloody and traumatic withdrawal from Algeria.
Messmer sought to restructure the chain of command and weed out disloyal officers, but this did not prevent “the generals’ putsch” in 1961, when Generals Challe, Salan, Jouhaud and Zeller seized power in Algeria and France itself was threatened with para-troopers.
Messmer said later that “nuclear weapons are the condition of national independence and the liberty of citizens”.
