Pierre Nord Alexis - Wikipedia, the free encyclopedia
Pierre Nord Alexis (1820-May 1, 1910) was President of Haïti from December 21, 1902 to December 2, 1908.
Alexis took advantage of the situation by negotiating with the United States and declaring himself in support of American interests in the Caribbean.
Alexis managed to hold on to power for the next six years, though his regime was plagued by rebellion, and the government he presided over was frequently accused of corruption.

At the end of April 1910 Alexis died in Jamaica, in circumstances of some obscurity; it had just been discovered that a plot was on foot to depose Simon, and further trouble was threatened.

A comment in the SCWPM indicates that it may commemorate Nord Alexis death but this seems unlikely to me because of the date it was authorized.
Another possibility is that it was issued to commemorate Alexis second term in office, which might account for the double portraits.
