There are an awful lot of very different dishes that are called pilafs (pilavs, pilau, pullao, plov, etc, etc.) but generally it is a steamed/baked rice dish, with some combination of spices, meats and vegetables added.
Risotto is much more specific; it is an Italian dish which requires one of a few specific types of rice - generally Arborio or Carnaroli - and it is cooked in an open pan on top of the stove.
