You should be removing the two bolts that are at the ends of the trapezoidal plate, putting the hitch in place, and reinserting the bolts through the hitch and the plate into the nutstrip.
If you decide to use the included parts with the hitch, it sounds like you'd be better off converting the tailpipe hanger to the non-'97 style...

Since our Odyssey doesn't have a trailer hitch, we borrowed a truck from a co-worker of Rob's so that we could tow the van home.
It was hitched to the ball and the stem of the ball was through the hitch, but you could lift up on it and pull the stem right out!
There was an additional ball hitch on the trailer (some U-Haul use only kinda thing, the sticker said), but of course in the extensive supply of tools we had brought with us, there wasn't a wrench or socket large enough to get the nut off!
