Pinglin (坪林) is a rural township in south-eastern Taipei County, Taiwan.
It is in the mountain area connecting to the Yilan County on the east coast.
Pinglin is part of the water district of Taipei area as the Feitsui Dam is located here, so land development is restricted.

Pinglin residents conducted an advisory referendum on Saturday, reporting that 98 percent of the voters want the Taipei-Yilan Freeway to include a Pinglin exit, when completed.
Cabinet spokesman Lin Chia-lung, however, said that the construction of a Pinglin exit on the National Freeway is not a regional issue and thus cannot be decided by a regional referendum.
DPP legislative caucus whip Chen Chi-mai on Sunday said the effect of Pinglin advisory referendum was only within the local township level and cannot override the national environmental evaluation regulations -- which could only be altered by a national referendum.

The EPA decided to open the road to public traffic through Pinglin of Taipei County after the Peiyi (Taipei-Ilan) Freeway is inaugurated in June or July.
The traffic issue at Pinglin has come under much debate because the 6,000 residents in the area want to bring in tourists for economic development and financial gains.
It has been levying a surcharge on the water fee as feedback to the residents at Pinglin, at a rate of distributing between NT$30 million and NT$40 million per month to people living in the area for their support to help keep the water source clean.

Along-running between residents of the Taipei County township of Pinglin (坪林鄉) and government agencies involved in the construction of the Taipei-Ilan Freeway (北宜高), or Route 5 as it is also known, may have abated in recent weeks but the fallout has left many in the town rather frustrated.
According to MOTC the road could not be opened to the general public because Pinglin sits in the middle of the watershed that feeds the nearby Feitsui Reservoir (翡翠水庫), which is used to supply a large percentage of Taipei City residents with tap water.
The biggest threat to the safety of Taipei's water was, according to the new EPA report, uncontrolled land use in the Pinglin area.

Fielding questions at the Legislative Yuan, Hsu said he would suggest that the administration not give the green light to the opening of the Pinglin interchange if the government is committed to protecting a good water catchment area and the nearby natural environment.
The issue of whether the Pinglin interchange should be opened has been at the heart of a political tug-of-war which has escalated from local to national level over the past several months, as opening the interchange would obviously boost Pingling's tourist numbers and consequently promote commercial development there, inevitably leading to pollution of the reservoir.
Because of Pinglin's location in a catchment area, its commercial development is severely restricted -- to the great displeasure of many of its residents who hope the interchange linking the village and the Peiyi Freeway will boost the local economy.

He comes a long way from Hsinchu to Pinglin, knowing that the tea trees and wild plants growing in the area will provide plenty of nectar for his bees.
In December, when the camellias fade, Chiang moves his beehives from Pinglin to Hsinchu (where he lives) and puts them near fallow farmland where rape flowers, temporarily grown in some areas to nourish the soil, are in full bloom.

This sleepy tea growing town, Pinglin, lies in the mountains between Taipei and the Pacific.
On the way home we stopped by Pinglin for lunch, home of the largest tea museum in the world (yippee), and took a relaxing bath at the hot springs in Wulai.
Wulai was a bit depressing because this little aborignal town has is perched on the side of a mountain across from a fantastic waterfall and was once a bustling tourist town.

 A Tale of Two Reservoirs -Greater Taipei's Water Woes
Deep within Feitsui's water catchment zone, in Shangte Village in Pinglin Rural Township, work is pressing feverishly ahead on the construction of the Taipei-Ilan Freeway, one of the projects in the Six-Year National Development Plan.
The Taipei-Ilan Freeway is to have an intersection at Pinglin, and in future the many tourists entering and leaving the area by this route may place an even greater burden on the Feitsui Reservoir's water catchment area.
The planning authorities solemnly swear that there are clear records for the flow rates of all these rivers, and that a reservoir at Pinglin would certainly allow enough water through for the downstream Feitsui Reservoir, only holding back water which now goes unused, to supply Taipei County.

My plan was to explore the area south of Pinglin, particularly to see the loading point north of Shuangfeng and photograph trains near there.
I got off the bus north of Pinglin, I could see a loco (or more correctly its vapour) in the station, but it turned out it was going south.
At 10.15 there was much whistling in Pinglin and then 035 appeared at the front of no less than 14 fulls, banked by 034.

One of the volunteer dentists, Dr. Tsai Tzung-hsien, came on crutches, proving to everyone that if he has the will, even a physically challenged person can serve others.
He believes that a physical handicap is not a problem at all-compassion and determination are the most important.
Although volunteering at the free clinic in Pinglin was hard work, Dr. Tsai felt like a spoiled child to be able to accompany the Tzu Chi medical team there.

The first weekend that our friends were here, we rented a minivan/driver and took a little trip to a few towns up north.
